African Regional Communities and the Prevention of Mass Atrocities The African Task Force Report “African Regional Communities and the Prevention of Mass Atrocities” was released to the public on October 11, 2016 in Addis Ababa. The African Task Force on the Prevention of Mass Atrocities (ATF) was an 18-month initiative of the Budapest Centre for Mass Atrocity Prevention. The ATF convened in January 2015 to examine the capacities of the African Union (AU), the Economic Community of West African States (ECOWAS), the Intergovernmental Authority for Development (IGAD), the Southern African Development Community (SADC), and the International Conference on the Great Lakes Region (ICGLR) in prevention of mass atrocities.
